Israel's Civil Aviation Authority (CAA) spells out exactly what's allowed and forbidden when flying a recreational drone in Israel, under the Aviation Regulations (Drone Operation), 2024: a maximum altitude of 50 meters, direct line of sight with the drone at all times, and a minimum distance of 2 kilometers from airports and 50 meters from any person not involved in the flight. These aren't recommendations, they're binding regulations.

Who Actually Needs a License?

The regulations define a "drone" as an aircraft whose takeoff mass (including anything it carries) is under 150 kilograms and which is used solely for sport and recreation. A "micro drone" is one weighing no more than 250 grams, which qualifies for certain relief from registration and flight-over-people rules. To get a drone pilot license, you must be at least 12 years old, able to read and speak Hebrew or English (including technical aviation English), and pass a knowledge exam on the CAA's testing and registration website. The head of the CAA may refuse to issue a license, for a period of up to a year, to anyone who provided false information or might operate the drone in a way that endangers the life or property of someone not participating in the flight.

Registration and Marking: Not Just for Large Drones

Every drone over 250 grams (in other words, anything that isn't a "micro drone") must be registered in the CAA's testing and registration system, and must carry a permanent, legible registration number marked on the drone's body. Registration includes manufacturer details, model, and an identifying number for the manufacturer or flight controller, and is valid for four years with the option to renew. Any material change, such as a drone being stolen, destroyed, sold, or its owner passing away, must be reported to the CAA within 14 days.

The Numbers Every Recreational Pilot Must Know by Heart

  • Maximum flight altitude: 50 meters above ground level, with no exceptions.
  • Maximum ground speed: 87 knots.
  • Minimum distance between pilot and drone: no more than 500 meters, always while maintaining direct line of sight.
  • Required flight visibility: at least 3 kilometers.
  • Minimum vertical distance from clouds: 150 meters.

Direct Line of Sight (VLOS): Not a Recommendation, a Legal Requirement

The regulations define "direct line of sight" as a situation in which the pilot (or an observer acting on their behalf) continuously sees the drone throughout the entire operation, with the naked eye except for corrective lenses, in a manner that makes it possible at every moment to determine its position, altitude, direction of flight, and orientation relative to the horizon. Flying without the pilot's own direct line of sight is possible, but only with the help of an observer aged 16 or older who is close enough to share the same field of view, maintains continuous and effective communication with the pilot, and coordinates constant scanning of the airspace with them.

How Far You Must Stay from People and Buildings

  • Flying over a person not participating in the operation is forbidden, and a distance of at least 50 meters must be maintained from them.
  • Flying over moving vehicles, motorized or not, is forbidden.

The regulations define "infrastructure" as a populated area, or any site where damage could endanger life or property. Flying over infrastructure is forbidden, and it's forbidden to come within 150 meters of it, unless the area is owned by the pilot or with the owner's consent. There's an exception for micro drones (up to 250 grams): flying over them or over people is permitted, provided the drone has no exposed moving parts that could cause harm in a collision, and provided the drone doesn't "linger" above them, meaning it doesn't hover or fly in circles. A single, brief pass on the way to another point is permitted.

Airports, Restricted Zones, and Emergency Events

  • Flying is forbidden within an area where the distance to any point on an airport or landing strip runway is less than 2 kilometers, unless a greater distance is specified in the Aeronautical Information Publication (AIP).
  • Flying is forbidden in a control zone, an airfield control zone, or an airfield zone.
  • Flying is forbidden in a prohibited area or an area dangerous for flight without explicit approval from the head of the CAA.
  • In a restricted flight zone, flying is permitted only under the conditions published for it, or with approval from the authority controlling the area.
  • During daytime, flying is forbidden within less than 500 meters of a training area designated for micro aircraft, as published in the AIP.
  • A distance of at least 5 kilometers must be maintained from a firefighting and rescue event or a traffic accident, and at least 1 kilometer from a Prison Service event.

The overriding rule: a drone pilot must always yield right of way to any manned aircraft or aerial vehicle, avoid passing over, under, or in front of it, and if there's a risk of collision, land the drone immediately and not resume operation until the aircraft has left the airspace.

Flying at Night and Twilight

Flying at night is forbidden, unless the pilot also holds a pilot's license (the commercial license intended for UAV operation), and even then the maximum altitude remains just 50 meters. Flying at twilight is permitted only if the drone has flashing lights visible from a distance of at least 5 kilometers, while maintaining continuous line of sight with those lights throughout the operation.

Additional Rules That Are Easy to Miss

  • Operating more than one drone at a time is forbidden, and serving as an observer for more than one drone at a time is forbidden.
  • Flying a drone, or serving as an observer, while under the influence of alcohol or dangerous drugs, or in a physical or mental state that could impair safe operation, is forbidden.
  • Dropping objects from the drone or spraying materials from it is forbidden.
  • Carrying hazardous materials on the drone is forbidden.
  • Taking off from a moving aircraft, aerial vehicle, land vehicle, or watercraft is forbidden, unless the operation takes place over an unpopulated area.

Where to Check in Real Time Whether You're Allowed to Fly: DronesIL

The CAA provides free access to the DronesIL app, which displays a dynamic airspace map with flight zones, variable altitude restrictions, and the operating hours of restricted areas, including temporary updates (NOTAMs). This is the official way to check exactly where you're allowed to take off, and it's worth opening before every flight.

It's worth remembering: in the past, during periods of security tension, the CAA has issued emergency directives that temporarily banned recreational flights across the entire country, out of concern that drones could be mistakenly identified as a threat. As of this writing, the situation has returned to normal and the standard restrictions detailed here are in effect, but such directives can change on short notice, so it's advisable to check DronesIL or the CAA website right before every takeoff.
